ClearanceWatch BoardCommentsFor other readers of my previous post, I would like to add that when SCI/SAP access authorizations are involved, there is conflicting policy regarding reciprocity. DCID 6/4 (as modified by ODNI ICPM 2006-700-5 and 2006-7006-6) which governs SCI eligibility determinations, still requires that a new SF86 be submitted and reviewed by the cognizant adjudicative authority, even though the Intelligence Reform and Terrorism Prevention Act gave OMB the authority to establish policy in this area. You may have misunderstood the Project Manager.
OMB memorandum, 12 Dec 05, Subj: Reciprocal Recognition of Exisitng Personnel Security Clearances, states that for an individual who has a current clearance, the gaining CAF can not review an existing SF86, ask for a new SF86, review the prior background investigation, or initiate any new investigative checks. There are a few very rare exceptions to this policy involving SAP/SCI where polygraphs are required, non-citizen immediate family members exist, there was a waiver involved in the prior clearance, etc.
In this memo “current clearance” means the underlying investigation is not out of date and there has not been a break in service of 24 months or more.
So, there is no re-adjudication. It may take a several days to handle the necessary administrative actions, such as requesting that new information be posted to the appropriate clearance database.
