Does the Department of Homeland Security follow the same strict guidelines that the Department of Defense is required to by law?
I realize that each Department is responsible for adjudicating their own clearances and that there might not be equal reciprocity between the DoD and another Department due to the strict laws that the DoD has to adhere to.
I may have a misunderstanding of the laws and or processes, but the way I understand it is that the DoD has strict rules they have to follow, whereas let’s say the USDA may adjudicate someone that the DoD can not b/c they do not have to adhere to the same standards as the DoD. Therefore with this understanding the DoD may not accept a person as having a legitimate clearance if that said person had a clearance from the USDA, but the USDA would accept a person with a clearance from the DoD?
