ClearanceWatch BoardCommentsIt is my understanding that JPAS will only document non-SCI access. The Intel Community, such as NSA and CIA, maintains records of SCI access within Scattered Castles. The issue you are facing still plagues the agencies. Each agency tends to view their SCI information as more important or different than another agency’s SCI information. However, OPM has issued guidance on this very issue and the current posture of the community at large is to facilitate reciprocity at all levels. If the transfer is for temporary assignment or a site visit, JPAS verification should be sufficent for the CIA. However, if you intend to acquire a CIA-issued clearance, the transfer process likely is more complex and could involve a separate CIA investigation before being “read-on.” You’re right, JPAS is supposed to faciliate recognition of clearances, but agencies still are not required to accept clearances issued by Intelligence Community counterparts. Nevertheless, CIA and NSA usually are good about reciprocity because they trust that each other’s clearance investigations are thorough.
