Security clearances granted by the US Government can only be issued to US citizens—no exceptions. There is something called a Limited Access Authorization (LAA) that permits non-citizens access to classified defense information on a very limited basis, but it’s reserved for people with unique knowledge or skills. Some people at the forum where the question was originally posted seem to use the term “clearance” to include “Public Trust” positions that also require a Personnel Security Investigation before an applicant is accepted, but these are not security clearances.
